This is highly symptomatic of a culture of nanny state over-supervision. Where is the logic in so much restriction? Time and again Bavaria´s governing party talks about reducing burocracy but this is another example of where the State simply cannot help itself but overcomplicate and meddle in trivialities. It will never end sadly. Too many jobs depend upon it.
