You made an error. The minimum fee to enroll in the Italian NHS (health insurance) is €2000 per person, per year. Going up to about €2700 per person depending on income. This was enacted beginning January 2024.

I think the "Kathleen Poole" case is a sobering example of how retirement can go wrong for an expat residing in Europe.
