In Texas, one equivalent of this word was " goat rope." nobody had a clue WHAT they were doing, HOW to do it,WHY they were doing it, the RESOURCES needed. Another favorite for someone who didn't know what they were doing was "He was looking at [whatever] like a chicken watching a card trick."
