Germans love paperwork and fancy documents. When my daughter applied for graduate school in Germany she had to provide copies of both her undergraduate and high school diplomas. Getting several official copies of her college diploma was expensive but doable. Getting official copies of her high school diploma was impossible. Had to get creative and with the help of the high school got it done.

You dont need bills to do anmeldung!! Just the contract and wohngeberbestatigung is enough. Are you new in Germany?? I have been here for 15 years, lived in 4 different cities, with friends living all over germany, and nowhere i heard beamter asking for bills for anmeldung.
